Big changes in 2013!
Mark Clark, the short-lived ace of the old NASBL Cleveland Indians, takes over first place despite needing four imputed losses to reach the minimum 100 decisions. Jake Peavy's hard-luck season, 10-17 despite a 3.93 ERA, drops him from first to third. Tim Hudson's outstanding 17-6 campaign gets him a place on the list.
Twenty-three years of Outlaw All-Time winning percentage leaders (100 decisions minimum), from 1991 to 2013 including the predecessor NASBL Cleveland Indians and San Diego Padres:

- .572 (83-62), Mark Langston, 1991 - 1995
- .568 (113-86), Jake Peavy, 2004 - 2013
- .562 (113-88), Andy Ashby, 1994 - 2003
